On October 27, 2025, the Ukrainian Council of Churches and Religious Organizations (UCCRO) met with the Heads of the Committees of the Verkhovna Rada of Ukraine — Mykhailo Radutskyi, Chairman of the Parliamentary Committee on National Health, Medical Care and Health Insurance in Ukraine and Halyna Tretiakova, Chair of the Committee on Social Policy and Protection of Veterans' Rights.

Member of Parliament Viktoria Vahnier also took part in the meeting, which was held at the premises of the Parliamentary Committee on National Health, Medical Care, and Health Insurance.

The Committee Chairs expressed their gratitude to the representatives of churches and religious organizations for their significant contribution to supporting the military, providing humanitarian aid to civilians, engaging in volunteer work, and conducting advocacy visits to various countries around the world.

The parties discussed the provisions of the draft law on reproductive health, including sensitive issues related to surrogacy. UCCRO representatives emphasized the unacceptability of commercial surrogacy, the need to prohibit and criminalize surrogacy for foreign citizens, and to prevent the exploitation of Ukrainian women. They also highlighted the importance of banning adoption outside the family structure.

The discussion also covered the strengthening of ethical and bioethical standards in healthcare legislation—both in medical research and practice—and the implementation of the law on medical cannabis, particularly in the context of protecting the family institution in Ukraine and addressing potential social risks.

Participants noted that the institution of the family in Ukraine requires further state support at the legislative level, as well as the creation of favorable conditions for fostering a culture among youth that values family, motherhood, and childbirth.

The Members of Parliament informed UCCRO representatives about legislative initiatives aimed at supporting childbirth and motherhood.

Those who took part in the meeting with the Heads of the Parliamentary Committees included: Sheikh Rustam Gafuri, Deputy Mufti of Ukraine and representative of the UCCRO Chair; Senior Bishop Anatoliy Kozachok, Ukrainian Pentecostal Church; Mitred Archpriest Oleksa Petriv, Ukrainian Greek Catholic Church; Igor Bandura, Deputy Head of the All-Ukrainian Union of Churches of Evangelical Christians-Baptists; Ayder Rustemov, Head of the Religious Administration of Muslims of the Autonomous Republic of Crimea; and authorized representatives of the Orthodox Church of Ukraine, Roman Catholic Church in Ukraine, Ukrainian Union Conference of the Seventh-day Adventist Church, German Evangelical Lutheran Church of Ukraine, Ukrainian Lutheran Church, Ukrainian Evangelical Church, the Association of Jewish Religious Organizations of Ukraine, and the Institute for Religious Freedom.
