
On June 10, 2026, members of the Ukrainian Council of Churches and Religious Organizations (UCCRO) met with Deputy Minister of Finance of Ukraine Svitlana Vorobey, as well as representatives of the Ministry of Finance and the State Tax Service of Ukraine. The meeting took place at the Ministry of Finance of Ukraine.
The participants discussed several issues related to the non-profit status of religious organizations in the context of a draft law amending the Tax Code of Ukraine. The proposed amendments are intended to bring the Code into compliance with the Law of Ukraine of January 9, 2025, No. 4196-IX, “On the Specifics of Regulating the Activities of Legal Entities of Certain Organizational and Legal Forms During the Transitional Period and Associations of Legal Entities,” which is currently being developed by the Ministry of Finance of Ukraine. The parties agreed to continue their dialogue on the draft law.
Particular attention was also given to issues concerning the non-profit status of social institutions operated by religious organizations, as well as the restoration of church buildings damaged or destroyed as a result of Russian attacks, among other matters.
The meeting was attended by Metropolitan Yevstratiy (Zoria) of the Orthodox Church of Ukraine; Senior Bishop Anatoliy Kozachok of the Ukrainian Pentecostal Church; Bishop Marcos Hovhannisyan of the Ukrainian Diocese of the Armenian Apostolic Church; Roman Prodaniuk, Head of the Ukrainian Union Conference of the Seventh-day Adventist Church; Volodymyr Kondor, Executive Secretary of the All-Ukrainian Union of Evangelical Christian Baptists; as well as representatives of the Ukrainian Greek Catholic Church, the Roman Catholic Church, the Ukrainian Lutheran Church, the Ukrainian Islamic Religious Association, Other Religious Organizations of Ukraine, and the Institute for Religious Freedom.
